In relation to the amount of work (or ‘traffic’) involved in the foster care program, which is of critical importance to the Department (other forms of care are relatively stable):

‘There are about 2,200 children in foster care (all types) on any one day in Victoria. However, about 4,600 go through the foster care and ACP out-of-home care system each year - not including children and young people in kinship, residential or permanent care’.
